Introduced in 1998, the Provincial Nominee Program (PNP) stands as one of the primary pathways for skilled workers to immigrate to Canada. The Provincial Nominee Program (PNP) empowers provinces and territories to nominate individuals seeking to immigrate to Canada, especially those interested in settling in a specific province. Notably, Nunavut and Quebec are exceptions, with Quebec having autonomy to establish its own criteria for economic immigration.
The primary objective of the PNP is to distribute the benefits of immigration evenly across Canada. Before its inception in 1998, most immigrants settled in Ontario, Quebec, and British Columbia. However, since then, the Prairie provinces (Alberta, Saskatchewan, and Manitoba) and Atlantic provinces (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador) have successfully attracted immigrants, largely due to the PNP.
Each PNP includes at least one immigration stream aligned with the federal Express Entry system. Nominations under these streams, known as ‘enhanced nominations’, grant Express Entry candidates an additional 600 Comprehensive Ranking System (CRS) points, significantly increasing their chances of receiving a permanent residence invitation. Enhanced nominees also benefit from expedited processing by the federal government, typically within six months. Alternatively, permanent residence can be obtained through a ‘base’ stream, where applicants apply directly to a PNP stream and, upon receiving a provincial nomination, have their permanent residence application processed by the federal government.
