Overview of Ontario PNP

The Ontario PNP, officially known as the Ontario Immigrant Nominee Program (OINP), was launched in 2007.

The main objectives of the OINP are to address skill shortages in targeted areas, facilitate investment in Ontario, and ensure that newcomers can settle and integrate well into the province.

When the OINP first started, it was only allowed to nominate up to 1000 newcomers. Today, Ontario nominates approximately 8000 newcomers annually.

Some of Ontario’s immigration programs are base programs, while others are enhanced programs.

Enhanced programs are those aligned with the Express Entry system. Canada nationally utilizes the Express Entry system to manage permanent residency applications through three main economic immigration programs of the country. Through this system, candidates are assigned points based on the Comprehensive Ranking System (CRS). Then, candidates with the highest scores are invited to apply for permanent residency.

Individuals nominated through an enhanced provincial program receive an additional 600 points, practically guaranteeing an Invitation to Apply (ITA) for permanent residency. They also receive their nomination through their Express Entry profile.

Base programs are programs that are not aligned with the Express Entry system. Candidates nominated through a base provincial program must apply directly to Immigration, Refugees, and Citizenship Canada (IRCC).

Provincial Nominee Programs

Provincial nominee programs are based on the idea that each province and territory is free to design its initiatives according to the needs of the community and local economy. These programs can come with a set of unique laws and specifications.

Some provinces may focus on specific areas such as employment, entrepreneurship, education, or investment. Through these programs, applicants can obtain permanent residency in Canada by meeting the unique requirements of provinces and territories.

Ontario Immigration Programs

Individuals seeking immigration to the province of Ontario have several migration pathways available:

If you have a job offer (job offer) in Ontario:

  • Employer Job Offer: Foreign Worker Program
  • Employer Job Offer: International Student Program

Programs under the Ontario Express Entry stream:

  • Human Capital Priorities Program: This category includes the Federal Skilled Worker Program (FSWP) and the Canadian Experience Class (CEC).
  • Ontario Skilled Trades Professional Stream: For individuals with relevant work experience in Ontario in a skilled trade occupation.
  • French-Speaking Skilled Worker Program: This program operates similarly to the Human Capital Priorities Program through FSWP and CEC. Applicants in this category must have high proficiency in both French and English languages.

If you receive a nomination through the Ontario Express Entry stream, you will be notified. Upon accepting this nomination, you will receive an additional 600 CRS points. This means you will receive an invitation to apply (ITA) for permanent residence in all Express Entry draws.

How do these programs work?

First, you need to create a profile in the OINP electronic file portal and submit your Expression of Interest (EOI). Ontario regularly holds provincial draws to invite candidates with the highest rankings. If invited, you will receive a notification on the portal and must submit your application within 14 days.

Requirements for the Ontario Express Entry program:

  • Sufficient financial means to support yourself and your family
  • Proof of intention to live in the province of Ontario

  • PhD Graduate stream: For individuals who have obtained a doctoral degree from a university in Ontario.

How many nominations does the province of Ontario have?

Each year, the federal government allocates a certain number of nominations to the Ontario government (OINP) through Immigration, Refugees, and Citizenship Canada (IRCC). In 2022, Ontario received 9,750 nominations, of which 4,496 nominations were issued by July 11, 2022.
