A review of Newfoundland and Labrador Provincial Nominee Programs (NLPNP):
The Newfoundland and Labrador Provincial Nominee Program (NLPNP) has been in operation since 1999 and was one of the earliest provincial nominee programs to be launched. Like other provincial programs, it aims to attract more immigrants to the province to address economic needs and labor market demands.
The NLPNP attracts skilled workers, entrepreneurs, and international graduates who have the necessary skills, experience, and qualifications for success in the Atlantic province.
The provincial programs, along with the Atlantic Immigration Program (AIP), welcome a growing number of immigrants to Newfoundland and Labrador.
The AIP is a fast-track immigration program that allows employers in the Atlantic provinces to hire foreign nationals. The Atlantic provinces include New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island.
The province welcomes 1,200 new immigrants annually and aims to host 1,700 new immigrants annually.
The NLPNP has an advanced category, the NL Express Entry Skilled Worker category. The remaining categories are base categories.
Advanced programs are those that align with the federal Express Entry system. In contrast, base programs are not aligned with the Express Entry system.
Express Entry:
Express Entry is a system used by Immigration, Refugees and Citizenship Canada (IRCC) to manage the principal economic immigration programs. Individuals with Express Entry profiles are scored based on the Comprehensive Ranking System (CRS). During Express Entry draws, Canada invites candidates with the highest scores to apply for permanent residence. If you are nominated through a provincial program like the NL Express Entry Skilled Worker category, you will receive an additional 600 CRS points. This practically ensures that you will receive an Invitation to Apply (ITA) for permanent residence in the next draw. You will also receive your nomination through the Express Entry profile, which you must accept before receiving the additional points.
The advantage of advanced programs is that processing is much faster. It may take only six months to receive permanent residence in Canada.
Base streams make up most of the immigration streams under the PNP. These streams are not aligned with the Express Entry system. If you are nominated through a base stream, you must apply directly to Immigration, Refugees and Citizenship Canada (IRCC). Unlike advanced streams, base streams typically have processing standards of 12 months or more.
