Skilled Workers in Manitoba:
This program is suitable for applicants who have a strong connection to the province of Manitoba through continuous employment, sufficient skills, training, work experience, and official language proficiency and can contribute to the economy of Manitoba.
To apply for the Skilled Worker in Manitoba (SWM) Pathway, you must demonstrate continuous employment in Manitoba as your connection to the province.
Continuous employment in Manitoba means you hold a valid work permit, and a Manitoba employer has offered you a long-term, full-time job after completing at least six months of continuous full-time work (employment) with that employer as a foreign worker or international student graduate working in the province.
Acceptable employment conditions:
Your employing business must be registered under Manitoba or Canadian provincial law and operate as an active business capable of production, a factory, or a place of business in Manitoba. Your employer must also demonstrate being an established business with the ability to offer full-time, long-term employment in Manitoba.
Self-employment, business ownership, or providing services as independent contractors supporting a business you are applying for do not qualify for the Skilled Worker in Manitoba Pathway, and any work experience obtained in Manitoba in these capacities will not be considered.
Note: MPNP will only issue a work support letter for you if an employer-employee relationship has been established.
Required conditions for international students from other provinces:
If you have graduated from a program in another province in Canada and wish to apply for the Skilled Worker in Manitoba Pathway because you have been offered a job in Manitoba, you must first work for at least one year for that Manitoba employer.
Foreign Worker Requirements:
- The long-term employment offer must come from the same employer for whom you have worked full-time for the required duration.
- You must possess all qualifications for the position, including training/education and any necessary licenses or certifications.
- Specifically, you must demonstrate proficiency in English or French to perform the duties of your job description.
- Your connection to Manitoba through employment must be stronger than any ties you may have with another province.
- You must demonstrate intention and plans to live, work, and establish your career and family life in Manitoba as a permanent resident.
Note: A job that is part of a study program is not eligible.
Skilled Workers Overseas:
To apply under the Skilled Worker Overseas (SWO) Pathway, you must demonstrate a connection to Manitoba through one of the following avenues:
- Support from family members or friends
- Previous education or work experience in the province
- An invitation to apply directly from MPNP as part of a strategic recruitment initiative

In addition to your connection to the province of Manitoba, you must score a minimum of 60 points based on five factors: language skills, age, work experience, education, and adaptability. If you are not connected to Manitoba, you are eligible to apply for the Skilled Worker Overseas Pathway regardless of your total score.
Contact with the province of Manitoba:
The supporter sponsoring the applicant for the province of Manitoba must be a resident of the province and must be a friend or relative of the applicant who is willing and able to assess and endorse the applicant’s settlement plan and job search in the province. Additionally, the supporter sponsoring the applicant must:
- Provide documents proving residency in Manitoba and show that they have been living continuously in the province for at least one year (e.g., a copy of Manitoba Health Card).
- Be a Canadian citizen or permanent resident.
- Be able to demonstrate close ties to both the applicant and the province of Manitoba.
- Be able to demonstrate that any programs they have previously supported have resulted in successful and sustainable economic establishment in Manitoba.
- Be able to support the applicant’s settlement plan in the province.
For close relatives, both the applicant and the close relatives must provide documents proving their family relationship. Close relatives may support more than one skilled worker at a time, provided they can satisfactorily demonstrate their capacity to do so. To be considered a Manitoba supporter as a close relative, you must have a relationship with the applicant (or the applicant’s spouse) as follows:
- Sibling
- Niece or nephew (i.e., child of your sibling)
- Aunt or uncle (i.e., sibling of your mother or father)
- First cousin once removed (i.e., child of your aunt or uncle)
- Parent
- Grandparent
For distant friends and relatives, their families must not currently support an applicant through MPNP, a provincial nominee program, or any other Canadian immigration program.
Note: The MPNP program is an economic immigration program, and all applicants must be skilled workers, have the required English language proficiency for employment, have sufficient funds for settlement, and demonstrate genuine intention and ability to settle economically in Manitoba as permanent residents.
International Student Graduates:
This program is suitable for graduates of Manitoba educational institutions who receive a job offer from a Manitoba employer. Applicants are eligible after working for a minimum of six months full-time with a valid work permit post-graduation. There are three immigration streams for graduates of Manitoba educational institutions:
- Employment Pathway,
- Graduate Internship Pathway, and
- International Student Entrepreneur Pilot (ISEP).
International students who have graduated from a program in another province of Canada are not eligible for this stream, but they may be eligible under the Skilled Worker in Manitoba Pathway.
Your connection to the province of Manitoba through employment must be stronger than ties you may have with another province. You demonstrate your intention in a program for settlement and plan for living, working, and establishing your career and family life in Manitoba as a permanent resident.
Note: If you are an international student graduate who does not meet the requirements for the International Student Graduate Worker stream, you may be eligible to apply for MPNP through the Skilled Worker Overseas Pathway or a stream under the Business Investor Stream.
Who Cannot Apply for MPNP?
The following are not eligible to submit an application to MPNP:
- Asylum claimants or individuals involved in the federal review or removal process
- Individuals currently residing in Canada
- Temporary foreign workers currently working and residing in a province other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals who have been rejected by MPNP in the past six months and cannot provide reasons for refusal.
- Individuals with active immigration applications through any provincial immigration program or federal immigration program. Note: The Express Entry profile is not considered an active immigration program.
If you or your spouse already have an active MPNP program, you are not eligible to submit an additional application for any other MPNP stream/pathway.
Manitoba Business Investor Stream (BIS)
This program allows the province of Manitoba to recruit eligible business investors and entrepreneurs from around the world who intend and have the ability to start or purchase a business in Manitoba.
The program has two immigration pathways:
- The Entrepreneur Pathway (EP) for applicants seeking to establish a business in Manitoba.
- The Farm Investor Pathway (FIP) for those intending to establish and operate a farm in rural Manitoba.
